Depends on your perspective I think. One could say they were acting responsibly - instead of weaving through traffic and putting other drivers at risk, it sounds like they were creating a safety zone to protect the other motorists.
With the zero-tolerance attitude nowadays, its much harder for kids to be kids.

My previous post was tongue-in-cheek. On a more serious note, this news story is really a great advertisement for the wisdom of track days, specifically HPDE (high performance driver's education) with a reputable car club.
Young people want to go fast in cars - always have and always will. So do the young-at-heart!
It's so much better to get this stuff out of your system in a mature and controlled environment with instruction, so one can learn the safe application of car dynamics.
