This is a good question - I hae 'em. I used to use Semichrome on my Sunbeam Tiger alloys but would not want to use it on a clear coated surface.

Not exactly sure whether your question relates to the standard diamond cut wheels but if so they are certainly coated with a clear lacquer. I have just bought a spare set second hand and one wheen was slightly damaged. I had that wheel diamond cut/polished but the repairer did not put any clear lacquer on. Simply advised to polish the rim and not use any wheel acid products. The clear lacquer chips easily (as the diamond cut surface is really too smooth for it to adhere properly in the first place), so need constant attention if water damage is to be prevented.
