I am located in Austin, Tx and just purchased a R8 5.2 from a New Jersey dealer. The car has option 1QE - NE trading region emission. What does this mean and should I have it removed since I am in Texas? Does it negatively impact performance?

Don't know, so I guess I'll state the obvious.....ask the dealer in NJ.
It means your "new" car will pass NE smog requirements. It only applies to new cars sold in the NE states. I don't think there is any difference between R8s sold in the US, it's just a statement that the car specifically meets requirements for those states that do. In reverse, someone in one of those NE states could not register a new car they bought in Texas without the certification. Pre-owned cars from any state can be registered in another as long as they pass any local smog tests, if required.
