Probably powder coated.

Not sure if they are painted or coated from the builder, but the paint code used for Ti parts is LY7P. A dealership can usually get touch up paint pens, spray cans, etc for you to use if you need to touch up a wheel.

They are powder coated and cant be easily repaired, they have to be sent away as the dealer cant do them and there is no touch up kit, i damaged one of my wheels 2 weeks after taking delivery and went through this with the dealer, they quote about £100 per wheel to be re coated.

They can be painted, but we agree with Colin that powder is better... LY7P is the correct color for spraying...
