I've noticed my power steering to be very difficult when turning a corner. It's like I have to really fight to turn wheel, and seems to be intermittent.

I've also noticed the amount of power assist to vary (easy-difficult-easy) while cornering.

My Audi tech has indicated it should not be that difficult and has ordered another power steering pump.

Has anyone had similar issues?

Also, I presume some circuitry determines and adjusts the level of power steering. Is this part of the pump itself or some central computer?

I ask because the pump does function, however, the variable nature seems to be the problem. If whatever controls the variability for the pump is not part of the pumps itself, I don't see how replacing it will fix the problem.

Thoughts?

You have checked the PS fluid, right? If it's low, the pump will usually start chattering & making noise before you notice changes in steering response.
